Import substitution is a priority

Topical issues and problems of agricultural development were discussed today in the Almaty region. The expanded meeting, held in Kapshagai, was attended by Minister of Agriculture Yerbol Karashukeyev, Deputy of the Senate Akhylbek Kurishbayev, Akim of Almaty region Kanat Bozumbayev, Vice Minister of Ecology, Geology and Natural Resources Serik Kozhaniyazov, akims of districts and cities, heads of farms and agricultural formations. As it was noted at the end of the meeting, import substitution in the domestic market will become a new priority for the development of the agrarian economy.

As the governor of the region Kanat Bozumbayev stressed, the unstable situation in the world has a direct impact on the level of development of agriculture in the region despite the existing potential and opportunities. For example, prices for mineral fertilizers, herbicides, seeds, machinery and necessary spare parts have increased significantly this year, tariffs for irrigation water have been increased, while its shortage is becoming more acute.

According to the Minister of Agriculture E. Karashukeev, since last year, in accordance with the instructions of the Head of State, work has begun on improving the mechanisms of subsidizing the agro-industrial complex. In general, 309 billion tenge of subsidies have been allocated to support this industry this year, including 79.7 billion tenge for crop production, 100 billion tenge for animal husbandry, 8.4 billion tenge for processing products, 120.4 billion tenge are provided for financial instruments and more. To preserve the sustainability of the development of the agro-industrial complex of the country, an additional 388.2 billion tenge will be allocated.

The previously canceled subsidy program for egg producers will also be continued, while the subsidy standards for all subjects of egg poultry farming will be the same and increased by more than 2 times. 7.5 billion tenge has been allocated for these purposes. In order to reduce the cost of buckwheat and oilseeds, an additional 5.6 billion tenge will be provided.

The Minister said that in the future, emphasis will be placed on the organization of efficient production with the financing of the construction of dairy farms, the construction and reconstruction of vegetable storages, the construction and modernization of poultry farms in the meat sector, the organization of a network of greenhouses, the modernization of irrigation systems, as well as the organization of efficient production of fruit and vegetable products based on drip irrigation technologies.

Deputy Minister of Ecology, Geology and Natural Resources Serik Kozhaniyazov elaborated on such measures as modernization of irrigation systems, conservation of crop rotations, water conservation, reduction of water-consuming crops. In particular, such work done in the Almaty region should have a positive impact on watering.

Concluding the meeting, Kanat Bozumbayev noted:

– Together we discussed topical issues and problems of the agro-industrial complex, the solution of which will have a positive impact on the development of agriculture in the region. Akims of districts and cities need to carry out thorough work in order to perform their tasks productively. Qualitatively prepare equipment for spring field work, organize the accumulation of the necessary stock of fuels and lubricants, fertilizers. We must ensure coverage with high-quality seeds adapted to adverse weather conditions. Irrigation systems of Eskeldinsky and Aksu districts are being restored through the Islamic Development Bank, however, due to the lack of timely financing, many projects need to be adjusted. The area of water-saving technologies should be increased to 27 thousand hectares this year. At the same time, forage harvesting should not get out of control. To do this, it is necessary to increase the acreage of forage crops, effectively use the lands of the state forest fund, national natural parks, land fund intended for fodder and hay harvesting. In general, the main priority in the development of the agro-industrial complex will be given to import substitution in the domestic market,” Kanat Bozumbayev summed up.
